The Pigovian taxes are usually generally levied as an excise tax, which will raise the price of the goods produced. This causes the company to produce less which in turn lowers pollution. Those with a lower income that are without medical insurance are less inclined to worry about pollutions that will harm them over time. Pollution should be reduced so that it will not negatively affect the health of the population or the environment.
